Cadets in the Nigerian Police Academy have called the Economic and Financial Crime Commission (EFCC) and other related anti-graft agencies to probe the top managements in the Cadets College kano for financial fraud that have adversely caused poor food management, infrastructures, welfare of the general staff and instructors in the police College.
They said most worrisome is the fact that they did not know their fate whether someone is receiving their monthly entitlements as they did not receive monthly payment, but yet receiving pension alerts with which they suspected a foul play. They are also worried whether their pension 35 service years have started or will start count at the end of their successful graduation. The cadets want the nation’s anti-graft bodies to beam their search-light on the Cadet College in the country and unveil the thick cloud before the entire nation for fairness and equity.
In a petition on behalf of the cadets in Kano Police Academy sent to EFFC boss, Mr.Ibrahim Maguin Abuja which a copy was made available to Daily Watch via an electronic message, signed by the following officers, C/Asp Buraita Ammand, English department,C/Asp Ukpuku Honest , Economics,C/Asp Suleiman Ibrahim Goal, LLB, C/Asp Dantata Raruque, Accounting and C/Asp Joan Bukky, Management.
The petition stated ‘‘We are writing to remind the concerned authorities and as well to keep the entire Nigerians abreast about previous complain written by cadets of the Nigeria police academy as contained in the Daily Trust of November 6, 2016 with the caption
‘‘Decay takes over police academy kano in respect to certain challenges facing the cadets on training and the entire academy, ranging from abandoned Projects and other infrastructures like lecture halls, Library and laboratories, halls of residence, power supply, water supply, food, health facilities, lecturers accommodation, welfare of the academic and supporting staff, instructors welfare, as well as cadets welfare, and all. As we all know employees only put in their best when they are happy, so also cadets too put in their best when they are happy.
‘‘Kudos to comrade Aminu Sulaiman Goro, honorable member representing Fagge federal constituency at the national assembly, who is also the chairman house committee on tertiary education for the concern and commitment he has shown by raising our issue before the national assembly in November 2016, As a result the house resolved to form a committee saddled with the responsibility to carry out investigation into the matter and report back to the National Assembly within eight weeks for necessary and further actions.’’ They said.
The Cadets noted with dismay, averred the eight weeks elapsed since January 2017, they have not heard or seen the white paper or outcome of their findings and recommendations. ‘‘To mention nothing but the truth without any biasness, there are significant improvements in some major facets like Library and Laboratories, faculties buildings, classes, lecture theaters, water supply, power supply and so on. Despite the aforementioned areas of improvements still some aspects are still in their bad condition and some have even exacerbated like food, welfare of the general staff, instructors and that of cadets which is a serious problem hindering the achievement of the end goals’’.
According to the petitioners ‘‘Ten thousand police were recruited and enlisted in 2016 and reported to various training institution country wide for their training on December 31st 2016, and they were paid in arrears their training allowances in May,2017 within just five months but Regular Course One reported to the academy for training since 2013, course two 2014, course three 2015, cause four 2016, course five 2017 but no single set from course one to five is given a penny up to this present hour which is very alarming to the cadets disposition. We are all turned to beggars, in fact some of our families, friends and relatives have since started avoiding our calls because of requesting from them at all the time’’
‘‘Cadets of regular course one were given only one pair of uniform since 2015 when they were in 200 level without a single kobo to maintain it, and regular course two were issued uniform in 2017 when they are 400 level, with regular course three in 300 level, four and five who are in 200 level and 100level respectively without hope.
‘‘As such the regular cadets of the police Academy wudil kano have the following questions to the concerned authorities.
- We actually want to know whether there is or there is no political/executive will about this very program or the said bill signed into law this year-2018 (October 10) is scammed?
- When is our 35years of service commencing? Is it after five years of training or the five year period of training is part of it? Because we do not understand that we have started working from cadetship, but not paid for many years. Is it in line with the employer and employee obligations going by the labour law?
- We want to know if we are not entitled or going to receive any allowances, so that we will zero our minds about it, and let everybody be aware that no training allowance in police Academy?
- We also need an unequivocal explanation about the NPF pension alert cadets do receive from time to time, how and where is it coming from? Imagine somebody who does not know his father is busy looking for his grandfather, at least know your father first it will enable you discover your grandfather easily. We have not seen the main allowances but receiving pension alerts, as how? Please the EFCC should find out whether money laundering is not played in that pension alert cadets are receiving?’’
However, they opined that since the inception of the program in 2013 none of the IGP’sfrom MD Abubakar down to the incumbent Ibrahim Idris have step into the academy to see cadets for once, but they can visit even police secondary schools. ‘‘The incumbent IGP went to police Training School Farfaru Sokoto on February 25th, 2017 to see the recruits on training there. None of the ministers concerned have ever come except for the regular course four matriculation exercise that Gen Dambazau came for purposely. None of the chairman/vice senate committee on police, chairman/vice house committee on police has shown any concern and likewise police service commission chairman. And now it’s open to all cadets and staffs that same Regular course one cadet Passing out parade is scheduled to take place next month (8th December 20180). What a pity and state of propose insecure policing system Nigeria is breeding for already aghast, terrified society, hence one may ask, what is the desired goal and why the call for Nigeria police reformation to be ranked with their counterparts in the Nigeria Defense Academy (NDA) Kaduna?’’ they noted.
